Both the city manager and the assistant to the city manager have been selected to leadership positions.
Richardson City Manager Bill Keffler and Assistant to the City Manager E.A. Hoppe have been elected to serve as presidents of the Texas City Management Association (TCMA) and the Urban Management Assistants of North Texas (UMANT), respectively.
“We are proud of Bill and E.A. for their selection to these prestigious leadership positions,” said Richardson Mayor Gary Slagel. “These appointments are a testament to their career achievements and professional acumen. These positions also demonstrate the high esteem in which these outstanding individuals are held by their peers in the city management community.”
As president of the TCMA, Keffler will preside over the organization’s membership of 844 city managers from across the State of Texas, as well as a 17-member board of directors. TCMA serves as an organization of local government professionals dedicated to promoting the highest standards of governance, service, leadership, ethics, and education while embracing individual and regional diversity for the benefit of its membership and the cities of Texas.
Keffler was named Richardson’s city manager in April 1995 after almost 18 years of service to the City of Richardson. He joined the staff in 1977 as an administrative assistant, and in 1979 was named assistant to the city manager. He attained the position of assistant city manager in 1981, and was named deputy city manager in 1985, serving in that position until the retirement of former City Manager Bob Hughey. Keffler holds a bachelor’s degree in government from the University of Notre Dame and a master’s degree in public administration from Texas Tech University.
Assistant to the City Manager Hoppe was elected as president of UMANT in January of 2010. UMANT is a 120-member organization that strives to ensure the continuance of high-caliber local government management into the next century and is composed of individuals employed in entry and mid-management positions with municipal government agencies in the North Central Texas region.
Hoppe has been involved with UMANT since 2004, serving in a variety of roles including vice president, treasurer, secretary, and membership committee co-chair. He joined the Richardson staff in 2005 as a management analyst in the city manager’s office, and was promoted to assistant to the city manager in 2007. Previously, Hoppe worked as a management intern in the finance department. In addition to his management responsibilities in the city manager’s office, he also serves as a staff liaison to the Environmental Advisory Commission and as the staff lead for legislative affairs.
Hoppe received a bachelor’s degree in economics from Austin College in Sherman and a master’s degree in public administration from the University of North Texas. He is a member of the Texas City Management Association, the North Texas City Management Association, and the International City/County Management Association. Hoppe is a graduate of Leadership Richardson Class XXIII, Richardson Citizens Fire Academy Class XII, and Richardson Citizens Police Academy Class XXX.
